Managing a Critical National Incentive Programme
A major UK public sector organisation responsible for administering energy-related policy programmes needed long-term support for a highly complex, business-critical CRM system. Cantata began working with the organisation in the mid-2000s on a number of projects focused on streamlining online services and improving the systems used to manage a national renewable energy incentive scheme.
The scheme enabled eligible non-domestic organisations to receive quarterly payments based on the renewable heat they generated. As the programme developed, it became clear that the scheme required a robust CRM platform capable of supporting complex administration, financial processing and compliance management over many years.
Core Engagement Scope & Requirements
Cantata was engaged to develop and support a CRM system engineered to handle demanding operational complexities:
Accreditation Workflows
Multi-stage evaluation paths and tailored accreditation journeys.
Intelligent Case Routing
Sequential queueing, automated routing and specialist escalation paths.
Tariff & Financial Calculations
Accurate calculations determined by specific energy types, setups and dates.
Periodic Submissions
Quarterly meter data verification and scheduled payment processing.
Evolving Compliance & Audit Control
Uncompromising audit trails conforming to statutory, legislative and transparency requirements.
Operating in High-Security Infrastructure
Cantata’s priority was to ensure the CRM system was secure, resilient and flexible enough to evolve alongside changing legislation, policy requirements and technology.
Security was a key consideration because the organisation operated within a highly controlled infrastructure environment with strict access protocols. Although this added complexity to delivery, Cantata was able to work effectively within these constraints while continuing to deliver critical updates and maintain the protection of sensitive data.
Scalable Dynamics CRM Implementation & Dynamic Logic
Cantata implemented a Microsoft Dynamics CRM system to underpin the scheme, creating a scalable platform to manage complex data, track applications and support accurate, secure payment processing. Applicants submitted information through a public-facing portal, with application data passed into the CRM for review and processing.
Initially, the CRM managed new applications and associated documentation, before later expanding to support ongoing administration, amendments and quarterly submissions.
Dynamic Question Logic & Journey Adaptation
The application process involved dynamic question logic, where applicants were presented with tailored questions based on their renewable heating setup. Once an application was submitted, the CRM identified the relevant technology type and generated questions specific to that scenario. These could include:
- Technical heating plant specifications
- Installation & piping details
- Regulatory compliance evidence
- Metering arrangement schemas
As applicants responded, the CRM adapted the journey by presenting further questions or requesting additional documentation where required.
Responses were stored directly within the CRM system, creating a structured dataset that internal teams could review. Cantata designed workflows that reflected the organisation’s approval logic, including sample queue management, automated routing of complex cases and pending queues to ensure submissions were reviewed in sequence.
Each quarter, accredited participants reported the amount of renewable heat generated. This data was reviewed within the CRM and, where approved, payments were triggered accordingly. The process streamlined the applicant experience, improved data quality and helped ensure consistent decision-making across the scheme.
Visibility, Discrepancy Tracking and Lifecycle Amendments
Despite the underlying complexity, Cantata adapted the CRM system to present information clearly to users. This helped internal teams quickly identify discrepancies in applications or changes made after initial accreditation. Previously, these types of amendments were difficult to track.
By making them immediately visible within the CRM, the organisation gained greater transparency, control and confidence in the administration of the scheme.
The scheme later closed to new applicants, but the CRM system continues to support amendments to existing applications and ongoing quarterly submissions. Cantata has also supported major upgrades to Microsoft Dynamics, including closer integration with the organisation’s website and middleware.
As policy and legislative requirements have changed, the CRM system has continued to evolve, requiring careful planning, agile delivery and close collaboration between Cantata and the client team.
Enduring Public Value & Multi-Site Support
Today, the CRM system supports hundreds of users across multiple UK locations and remains central to the administration of a long-running public sector programme. While the current CRM platform has a defined support horizon, the underlying scheme will continue for many years.
Cantata continues to support the organisation by ensuring the technology keeps pace with changing requirements, protecting the integrity of the scheme and providing continuity for a complex, high-value public service.
